Mark joined Project Seagrass in December 2025 to fulfil a new role within the organisation following leadership posts and a broad range of management experience gained in local government, private sector, central government and the Armed Forces.

Recent roles have been in security, resilience and project management.  Mark led Manchester City Council’s business continuity and civil contingencies portfolios promoting significant partnership working and a strengthening of multi- agency co-ordination and co-operation across Greater Manchester.  Thereafter he spent over 6 years as a Principal Consultant supporting critical infrastructure, nuclear, major hazard industry and defence sectors that led to further work in the NHS during covid-19 and thereafter in the UK Hydrographic Office.  His previous career in the Royal Navy combined wide operational and command experience with posts in the Ministry of Defence in joint concepts and doctrine, contingent planning, strategic analysis and defence policy.

Mark has a BSc (Hons) in Oceanography from Swansea University and MA in International Studies and Defence from King’s College London.
